January 08, Kathmandu. In pursuit of comprehensive transformations in formulating policies, programs and the budget for the upcoming financial year, the Right Honourable Prime Minister Pushpa Kamal Dahal ‘Prachanda’ discussed with the Ministry of Finance and the National Planning Commission.
The Right Honorable Prime Minister, who in his address on December 26 had announced a shift from traditional approaches in the system of formulating policies, programs and the budget for collective ownership, delved today into a substantive discussion with the Honorable Minister of Finance Dr. Prakash Sharan Mahat and the Honorable Vice-Chairman of the National Planning Commission Dr. Min Bahadur Shrestha on the issues of comprehensive changes and transformations in the frameworks and processes of the upcoming year’s policies, programs and budget.
During the meeting, the Right Honorable Prime Minister emphasized the necessity of a comprehensive discussion among the ministries when determining the ministerial ceiling for the budget.
He instructed against setting the budget ceiling based on speculation emphasizing the need to discuss and listen to everyone and also instructed to make necessary preparations for creating a clear blueprint for labeling central, provincial and local level plans.
The Right Honorable Prime Minister also directed to formulate policies, programs and budgets emphasizing a focus on specific strategic plans for each fiscal year, prioritizing the completion of existing projects and discouraging introduction of unnecessary new projects.
Also present at the meeting were the Chief Secretary of the Government of Nepal Dr. Baikunth Aryal, the Honorable Member of the National Planning Commission Dr. Ramkumar Phuyal and the secretaries of the Government of Nepal.
